Disability Assistance Dog

According to the guidelines of the Hong Kong Civil Aviation Department (https://www.cad.gov.hk/english/pdf/CAD800.pdf)Most airlines operating at the Hong Kong International Airport are permitted to bring boarding with assisted dogs.  Please contact the airline for details and requirements before departure.  Some airlines may request to check the permit issued by the Hong Kong Agriculture, Fisheries and Conservation Department so that the dog can be arranged to ride with the disabled person.

The Hong Kong Agriculture, Fisheries and Conservation Department has introduced measures to facilitate the importation of assisted dogs from overseas.

To prevent the introduction of animal diseases and rabies, the Agriculture, Fisheries and Conservation Department of Hong Kong controls the importation of birds and beasts into Hong Kong.

If you want to bring an auxiliary dog to Hong Kong, you must obtain a permit issued by the Hong Kong Agriculture, Fisheries and Conservation Department before you arrive in Hong Kong.

In Hong Kong, the Disability Discrimination Ordinance (Cap. 487) provides that any person who refuses to entertain a visually accessible person with a visually impaired person or refuses to provide services or facilities to him may be considered violation of the Disability Discrimination Ordinance.

Under section 10B of the Food Business Regulation (Cap 132X), a person who does not allow a dog to enter a food premises while making it clear that a dog is a guide for a full or partial blind person is an exception. The law is to allow guide dogs to enter the restaurant.

Auxiliary dogs can also take public transport in Hong Kong and enter the venues of the Leisure and Cultural Services Department.  It is recommended to wear a proof neckband or other accessories for the auxiliary dog to identify the assisted dog for the disabled.
